Tilt-shift photography its about using tilt-shift lenses, to avoid “skewed” appearance of tall objects, which normally occurs when we take pictures of buildings.
One can also do “selective focusing” using tilt-shift lenses and tilt-swing lenses, like those produced by Lensbaby, making only certain part of a scene to appear in focus. If you don’t have such a lens, you can still mimic the effect using Photoshop.

You can also play around with the blur filter and change the colour by manipulating its hue and saturation.

Here is a brief but effective tutorial on how to post-process a photo to achieve selective focus using Photoshop CS2.
Meanwhile, you can also take a look at this list of 50 beautiful examples of tilt-shift photography.
You can also look at how selective focusing using Lensbaby’s tilt-swing lenses can achieve such a much more dramatic effect compare to ordinary lenses.
