Mention of bokeh and what comes to mind is the picture of dreamy out-of-focus light source and creamy background of a picture.

There are good a bokeh and a bad one, but the most common characteristic of a good bokeh is marked by how soft the outer edge of the blurred light source. The softer the edge the better the bokeh, they say.

Bokeh in the foreground?

By the way, bokeh almost always stays in the blurred background but what if you can bring it to the foreground and fill the frame with nothing but bokeh, like in this picture?
